Ambassadors in China and Japan agree

that initiative in arranging refugee

zone should be taken by private organ-

isations, who should themselves, in

consultation with H.2. Consul-General at

Canton, approach the Kuangtung Government

to set aside a suitable site which they

will agree to demilitarise in all

respects. I presume that the further

the site is away from Hong Kong border

the better it will be from the Colony'a

point of view.

It will be obvious that such

assurances as to genuine demilitarisation

of area which Japanese Government may be

expected to require must depend upon good

faith
